Overview and scope of application
Decree 219/2025/ND-CP was issued with the clear aim of reducing procedural burdens and enhancing the competitiveness of the labor market. VietnamBusinesses need to clearly understand the scope and subjects of application to determine the correct process to be implemented.
- Scope of regulation (Article 1): Procedures for issuance, re-issuance, extension and revocation Work permit (GPLĐ) and Certificate of non-license of work permit (GXXN) for foreign workers.
- Applicable subjects (Article 2): Foreign citizens working in Vietnam in many forms (employment contracts, internal transfers, service provision, etc.) and employers at Vietnam.
Definition of job position (Article 3)
Determining the correct type of personnel is the first and most important step for businesses to prepare documents to prove their expertise. Decree 219/2025/ND-CP put forward new criteria, including priority for shortening experience for Expert work in strategic industries.
Below is a detailed summary of the new definitions of job positions that foreign workers can take on:

Simplify administrative procedures
The most prominent feature of Decree 219/2025/ND-CP is the streamlining of administrative processes, helping businesses be more proactive in terms of time and personnel. These changes focus on consolidating records, shortening waiting times and enhancing electronic transactions.
- Integrating procedures for granting work permits (Article 18): The separate process between reporting the need to use foreign labor and submitting the application for a work permit has been eliminated. Enterprises only need to submit Document reporting the need and requesting a work permit according to Form No. 03 in the same set of documents.
- Shorten processing time (Chapter III): The official time for granting work permits is shortened to 10 working days from the date the competent authority receives the complete application. In case the application is rejected, the authority must have a written response stating the reasons within 3 working days.
