The Ho Chi Minh City Department of Internal Affairs has issued document No. 1039/SNV-VLATLĐ requesting businesses operating in the city to participate in a survey of the labor situation during the Lunar New Year holiday of the Year of the Horse 2026. This activity is implemented annually to help management agencies monitor labor fluctuations after the Tet holiday and to promptly develop solutions to regulate and connect labor supply and demand.
Scope and objectives of the labor survey
According to Official Letter No. 1039/SNV-VLATLĐ issued on January 19, 2026, the survey対象 includes all businesses operating in Ho Chi Minh City, including units under the management of the People's Committees of wards and communes; the Management Board of Export Processing Zones and Industrial Parks (HEPZA); and the Management Board of the High-Tech Park.
The survey was conducted with the following objectives in mind:
- Monitor the employment situation, wages, and Tet bonus policies of businesses as directed in Official Letter No. 4039/UBND-VX of the People's Committee of the City.
- Assess the current employment situation and identify future recruitment needs.
- To provide a basis for proposing solutions to stabilize labor relations and support businesses in quickly recovering and maintaining production after the Tet holiday.
Key information that businesses need to declare.
Based on the survey form attached to this Official Letter, businesses are responsible for providing complete and accurate information on the following groups:
- Business identification information: Company name, tax code, registered address, type of activity, and main business field.
- Tet holiday plan: Start date of the holiday and expected date for resuming production and business activities.
- Labor data: Total number of workers currently employed and the percentage expected to return to work after the Lunar New Year holiday.
- Labor market forecast: Post-Tet staffing shortage rate and recruitment needs in Q1 2026.
- Production and business performance: assessing trends towards maintaining stability, shrinking, or expanding scale.
If a business plans to scale back production, it must clearly state the specific reasons, such as a lack of orders or technological changes, in accordance with the criteria designed in the survey form.
Method and deadline for submitting the Report
To ensure that data compilation is carried out quickly, the Department of Internal Affairs applies an online information collection method. Businesses do not have to submit paper documents but can declare information in one of the following two ways:
- Access the official Google Form link provided by the Department of Interior: https://forms.gle/eF6VgiX13ruEDtUQ6.
- Scan the QR code included in the document to open the electronic survey form.
The deadline for completing the survey is February 6th, 2026 (Friday). Businesses should pay special attention to this deadline to ensure compliance with the requirements of the state management agency.
Coordination responsibilities and confidentiality principles
Information provided by businesses is an important basis for the City to develop policies to protect the legitimate rights of workers and support businesses. The Department of Internal Affairs affirms that the collected data is only used for compilation, analysis, and proposing solutions for labor management, and is not used for specialized inspections or audits.
The units coordinating the dissemination and implementation of the survey include:
- People's Committees of wards, communes, and the Con Dao Special Zone;
- Vietnam Federation of Commerce and Industry (VCCI) – Ho Chi Minh City Branch;
- Management Board of Export Processing Zones, Industrial Parks and High-Tech Zones.
According to Official Letter No. 1039/SNV-VLATLĐ, timely reporting by businesses will help the City promptly compile data for reporting to the Ministry of Interior and the People's Committee of Ho Chi Minh City, thereby contributing to maintaining a stable labor and business environment in the early part of 2026.
