Official document 4062/CT-NVT provides guidance for business households on registering for electronic invoices.

Official Document 4062/CT-NVT This document, issued by the Tax Department on June 18, 2026, addresses a long-standing legal gap: How can individuals conducting business without a business registration certificate register to use electronic invoices? In this context... Decree 70/2025/ND-CP and Decree 68/2026/ND-CP With the continuous tightening of invoicing obligations for the informal business sector, this document has become an important enforcement basis for hundreds of thousands of business households nationwide.

This article summarizes the entire content of Official Letter 4062/CT-NVT, compares it with the current tax legal framework in 2026, and shares practical perspectives from the team of experts at MAN – Master Accountant Network, a unit with over 30 years of experience in tax and accounting consulting in Vietnam.

Summary of key points in Official Letter 4062/CT-NVT

Official Document 4062/CT-NVT, issued by the Tax Department on June 18, 2026, clarifies the registration process for using electronic invoices for household businesses and individual businesses, including those without a business registration certificate. The document provides guidance on the procedures for registering electronic invoices on the tax authority's system. The applicable subjects are household businesses and individual businesses with annual revenue exceeding 1 billion VND or those who voluntarily wish to use them. Household businesses and individual businesses must register within 30 days from the last day of the tax period in which cumulative revenue exceeds 1 billion VND.

What is Official Document 4062/CT-NVT and in what context was it issued?

Official Document 4062/CT-NVT of 2026 is an administrative document issued by the Tax Department to provide guidance to local tax authorities and business households on the procedures for registering to use electronic invoices. This is not a new legal document, but rather a document guiding the application of existing regulations in Decree 70/2025/ND-CP and Decree 68/2026/ND-CP.

The document was issued after many local tax authorities reported difficulties with the previous electronic invoice registration system, which required the tax identification number to be linked to the business registration certificate. In reality, a segment of individuals conducting business legally did not fall under the category requiring business registration according to the Decree on Business Registration. Official Letter 4062/CT-NVT officially resolves this issue.

From MAN's perspective, the Tax Department's proactive issuance of separate guidance documents for self-employed individuals indicates a strong shift in tax management trends from paper-based control to control based on cash flow and electronic invoices. This is a signal that business owners, especially those operating online, need to pay attention to early on to avoid penalties when tax authorities conduct a reverse review of revenue data.

The role of electronic invoices in financial and tax management.

Electronic invoices are not simply documents recording transactions. For business households, they serve as input data for tax authorities to determine taxable revenue for value-added tax and personal income tax purposes in real time, instead of relying on periodic declarations as before.

For businesses and household businesses, electronic invoices offer three specific benefits:

  • Firstly, it increases transparency in cash flow, making it easier for homeowners to compare actual revenue with declared revenue.
  • Secondly, it reduces the risk of being subject to back taxes when there is a discrepancy between bank revenue and declared tax revenue.
  • Thirdly, it facilitates access to bank loans, as revenue reports with electronic invoices are considered far more reliable by credit institutions than handwritten records.

Based on Clause 1 and Clause 11 of Article 1 of Decree 70/2025/ND-CP amending and supplementing Decree 123/2020/ND-CP, and Clause 5 of Article 8 of Decree 68/2026/ND-CP as amended by Decree 141/2026/ND-CP, the scope of subjects to which electronic invoices apply is determined as follows:

  • The first group consists of individuals conducting business without registering as a household business. This is the most important new point clarified in Circular 4062/CT-NVT: even without a household business registration certificate, individuals are still eligible to use electronic invoices if they have business activities that generate revenue. From May 14, 2026, the Tax Department has upgraded the application system to enable this group to complete the registration procedure.
  • The second group consists of household businesses and individual business owners with annual revenue exceeding 1 billion VND. This group is required to use electronic invoices with tax authority codes or electronic invoices generated from cash registers connected to the tax authority's data system.
  • The third group consists of household businesses and individual business owners with revenue of 1 billion VND or less, who voluntarily need to use the technology and meet the technical requirements.
  • The fourth group consists of newly established businesses or businesses whose revenue in the previous year did not exceed 1 billion VND, but whose cumulative revenue in the current tax year exceeds 1 billion VND.
  • In cases where a business household has multiple business locations, regulations require the use of a single tax identification number for all sales points, and the business location code must be clearly stated on each invoice issued so that the tax authorities can accurately allocate revenue according to each location.

Timeline and steps to note when registering for electronic invoices.

The timeline and steps for registering for electronic invoices should be noted according to Official Letter 4062/CT-NVT.

The obligation to register for electronic invoices arises directly from the point when cumulative revenue exceeds 1 billion VND. According to point c, clause 5, Article 8 of Decree 68/2026/ND-CP:

Household businesses must register to use electronic invoices within 30 days from the last day of the tax period in which their cumulative revenue exceeds this threshold.

For newly established business households, the deadline for reporting revenue is also specifically stipulated in Article 9 of Decree 68/2026/ND-CP:

  • Households that started operating in the first six months of the year with actual revenue of 1 billion VND or less must report their revenue generated up to June 30th no later than July 31st, and report their revenue for the last six months of the year no later than January 31st of the following year.
  • Households that commence operations in the last six months of the year with similar revenue must notify the authorities no later than January 31st of the following calendar year.

Note: When the cumulative revenue of a newly established household business exceeds 1 billion VND, the household business will switch to quarterly tax filing according to Article 10 of Decree 68/2026/ND-CP, applicable from the quarter in which the revenue exceeds the threshold.

Steps to register for electronic invoices

The process can be visualized in three steps, specifically as follows:

  • Step one: Business owners track cumulative revenue for each tax period, which can be monthly or quarterly depending on the declaration method being used.
  • Step two: Immediately after the end of the tax period, if the cumulative revenue from the beginning of the year exceeds 1 billion VND, the business household has 30 days to complete the registration of electronic invoices on the tax authority's system.
  • Step three: From the moment of registration, all sales and service transactions must be invoiced electronically instead of paper invoices, or not invoiced at all as before.

Real-life case study: Online household business surpasses mid-year revenue target.

To better understand how Circular 4062/CT-NVT applies, consider the situation of a household business selling goods on an e-commerce platform, without a physical store and without a registered business license.

By the end of the first quarter of 2026, this household's cumulative revenue reached 650 million VND, not exceeding the 1 billion VND threshold, thus not incurring the mandatory obligation to register for electronic invoices. In the second quarter, due to the peak sales season, cumulative revenue up to the end of June reached 1.2 billion VND, officially exceeding the required threshold.

According to Clause c, Point 5, Article 8 of Decree 68/2026/ND-CP, this business household has 30 days from June 30th, i.e., no later than July 30th, 2026, to complete the registration for using electronic invoices with tax authority codes. Simultaneously, the business household will switch from reporting revenue to filing taxes quarterly starting from the second quarter of 2026, as stipulated in Article 10 of Decree 68/2026/ND-CP.

In our consulting practice, the MAN team has observed numerous cases where business households delayed registration by more than 30 days due to a lack of close monitoring of cumulative monthly revenue, resulting in tax assessments and administrative penalties imposed by the tax authorities.

Solutions from MAN – Master Accountant NetworkSetting up a real-time cumulative revenue tracking table right from the beginning of the fiscal year helps household owners proactively register on time. This is also why many small-scale businesses choose this option. outsourced accounting services Instead of handling it internally, the specialized unit will monitor the registration timeline and ensure more accurate declarations.

Common risks and handling experiences

Through the consultation process, MAN identified the three most common risks associated with the implementation of electronic invoices according to Circular 4062/CT-NVT:

  • Delays in determining when revenue exceeds the threshold are common. Many businesses only compile revenue at the end of the year for final settlement, while regulations require tracking revenue for each tax period. As a result, when tax authorities cross-check data from banks or e-commerce platforms, they discover that revenue exceeded 1 billion VND by mid-year but the business had not yet registered for electronic invoices, leading to back taxes and late payment penalties.
  • There is confusion between the obligation to report revenue and the obligation to register for electronic invoices. These are two different procedures with different timelines, but many business owners apply the wrong approach, leading to delays in both reporting and registering.
  • Individuals operating businesses without a business registration certificate faced technical difficulties registering on the system before the issuance of Circular 4062/CT-NVT, leading to delays or neglect of their obligations. After the system upgrade effective May 14, 2026, the registration obligation is fully implemented, and further delays will be considered non-compliance.

MAN's best handling experience: Conduct a monthly revenue review, comparing actual sales figures, bank statements, and reports from e-commerce platforms, if available. Cross-referencing these three data sources helps to detect early when cumulative revenue approaches the 1 billion VND threshold, allowing for the preparation of electronic invoice registration documents before the 30-day deadline.
